Well, not completely automatic, as you can trigger filters on selected
messages (Ctrl-Y) and do not need to apply filters automatic (account
settings).
The only thing, that comes to mind is a workaround:
You can set some status (label, status=important, follow-up) and filter
the mails manually. A filter with an if-clause of follow-up will never
be automatically triggered.
I'm afraid, only a workaround, though...
