Thanks, Michael.  I knew about moving messages out of the Outbox.  In
this case there were three.  I moved them all out and resent them one at
a time in reverse order.  They all went except the first one in Outbox,
which was a reply to a message received in the Exchange account.

I had the user change the Server Type in the Sending Mail tab of the
account editor for the Exchange account from Microsoft Exchange to
Sendmail.  That worked, in that e-mail to Exchange recipients now gets
delivered rather than stuck, so we have a workaround.  I was hoping to
get to the heart of the problem and understand why the normal way won't
work for this user.
