I'm using evolution on FC4 connecting to exchange with no major problems. I just used the Create new mail account dialog from within preferences to setup the account and it works fine.
You also need to make sure you can access Outlook Web Mail from the machine your using as that is what it uses to talk to the exchange server. Can you try plain http and see if that work?
