[Evolution] Some menu items should be disabled when the focus is on the folderlist

When you have the focus on the folder list some items from the menu should be inactivated. Eg: Create Filter from Message.

I've several times tried to 'Create Filter From Message' when I had the focus on the folder list and wondered why it didn't work.
