You are correct.  This wasn't a problem but became broken during the fix
for something else.  Bug 17230.  I have a patch for this ready.

This was a known missing feature.  It has already been added for the
1.0.1 release.

Correct, the privates flags don't seem to be getting to the conduits,
bug 17231.  Investigating.
