There's no batch-installation support built into Evolution, but I don't see why you couldn't just copy a template evolution/ directory into each user's $HOME. You could even look into changing $prefix/share/evolution/default_user/ which is what Evolution copies into the user's $HOME on first invokation. This way when you add new users and they startup Evolution, they get the config files auto-magically.
