Seems to vary between 30-60 seconds.

I've tuned up the TCP_TIMEOUT in a copy of my std kernel from 3*Hz to
16*Hz, but it still doesn't seem long enough.

It is a POP-SSL connection.

Seems like by now the kernel would let you tune the timeout via /proc.
