You can set the default signature (or "none") for each and every e-mail
account, through Tools->Settings->Mail Accounts

I also agree that incoming HTML mail is annoying and it would be nice to
turn it off.  But I can think of about 15 things offhand, all of which 
I'd much rather see done to Evolution (once they finish the GNOME2
port).
