It's just difficult to justify spending time on a feature (of value to a
perhaps smaller portion of the user community), when it's already
possible to do what you want with very little extra work.

Create an advanced search for messages that don't mean the
characteristics you want.. Probably "Follow Up" "is not Flagged", and
"Label" "is not" "Important".  Save that search.  Then all you have to
do is switch to that search, Ctrl-A, Ctrl-D, and hit "Clear"..

Only have to set it up once, slightly more work per use, same result.
