I don't have a solution, I'm afraid, but I can confirm that I have the
same problem with Evolution 1.2.1 on Mandrake 8.2. I can get filters to
play a sound (which you say you can't) but I cannot get new mail
notifications to work. I've filed a bug report about this, so it would
be good if you added your comments to it. The URL is:
