Here's how I understand it:

1.2 should not see any development - it's a major bugfix only branch.
1.2.c is 1.2 code updated to kernel 2.6.22 plus bugfixes.
1.3 is 1.2.c updated to latest kernel (currently 2.6.23) plus new features.

Thanks for the clarification, which I take to be the official EWG
position. If I recall correctly, the decision to do away with a 1.2.1
release, and go with only a 1.2.c release, was made only a few days ago.

The decision to have 1.2.c only was taken last week on Monday and was sent in the meeting summary. Features list of 1.2.c was closed and till yesterday no one from Qlogic requested any change in VNIC.
In addition to the support for the ipath device and the EVIC (next
generation Ethernet Virtual I/O Controller), these patches also fix bugs
that we discovered when testing with the OFED 1.2.c releases and the
ConnectX HCA.

I suggest you prepare patches with bug fixes only for VNIC for 1.2.c and we will be able to insert them.
We have been testing the VNIC driver with the OFED 1.2.c ConnectX
release since OFED 1.2.c-6; i.e prior to the decision to abandon the
1.2.1 release. We'd prefer to submit these patches as a set, rather than
reworking them so that only bug fixes are submitted. At what stage of
the release cycle are we with respect to OFED 1.2.c? If it is too late
to accept these patches as is, then I guess we have no alternative but
to submit them for OFED 1.3.

New features should go to OFED 1.3 (based on kernel 2.6.23)
Only bug fixes should can go to 1.2.c
