You can format the cell to display the number as 1.10.2.30.
Format->Cells->Number->Custom Type in the format as 0\.00\.0\.00 Now, the underlying value of the cells will continue to be 110230 (a number), but will be displayed as 1.10.2.30, you can then suitably increment or decrement particular part by using the ceiling function e.g. = CEILING(A1,100) or by using +/- as per your convenience.
