Here's a UDF.

Function MakeList(rng As Range) As String
Dim arrVals()
Dim I As Long

    arrVals = rng.Value

    arrVals = Application.Transpose(arrVals)

    For I = LBound(arrVals) To UBound(arrVals)
        arrVals(I) = Format(arrVals(I), "0000")
    Next I

    MakeList = Join(arrVals, ",")

End Function

Use it as a worksheet function eg =MakeList(A1:A4).
