I don't think my question was clear.  I understand how to lock or
unlock cells.  The problem I'm having isn't with this.  What I'm
seeing is that when the Worksheet Protection is on, and a cell is
Locked, that users are able to enter data into the cell anyway.

Has anyone seen this before or have any idea why this would be
happening.  There  is no VBA in this workbook, so there's nothing
behind the scenes happening to turn off sheet protection.
