If that was "decibel", it would be a unit of sound. (a ratio, actually)
"Decimal" is the number of digits after the "dot" in a number.

Secondly..

the answer below: =round(sum(e23:e33),"0.00")
will not work as expected.
The second parameter for the round() function is supposed to be a NUMBER.
instead of an error, in this case, Excel decides that the closes "number" to 
the 
string "0.00" is 0.

so it rounds it to 0 decimal places.

If you want 2 decimal places, then use:
=round(sum(e23:e33),2)
