actually, if there is no exact value, it should give me next smallest or 
largest value- which ever is closest. i tried vlook up with true-  but a lot of 
cases, it is not the closest.   pls check out after u use  vlookup true.  It is 
not always the closest

Best case scenario is exact and then next case scenario is closest 3 digit no.
