Without Array 

=INDEX(rng,MATCH(MAX(FREQUENCY(rng,rng)),FREQUENCY(rng,rng),0),0)

 

With Array

=SMALL(IF(COUNTIF(rng,rng)=MAX(COUNTIF(rng,rng)),rng,""),1)

Or directly by rounding in the formula itself

=ROUND(INDEX(B3:B21,MATCH(LARGE(FREQUENCY(ROUND(B3:B21,2),ROUND(B3:B21,2)),2
),FREQUENCY(ROUND(B3:B21,2),ROUND(B3:B21,2)),0)),2)

Change the RED colored 2 to 3 for third most repeated number and so on

And if you only need to get the second largest number, you can use a simpler
formula

=MODE(--SUBSTITUTE(ROUND(B3:B21,2),MODE(ROUND(B3:B21,2)),MAX(B3:B21)+ROW(IND
IRECT("1:"&ROWS(B3:B21)))))
