It looks like your "Item Master" rates are based on a Date. However, the dates in the Sales Register don't match up with the dates in the Master. Is this simply because it's sample data?
What is the relationship between the Product Code, Date, and Rate? Is the Rate established on a date and applies until changed at a subsequent date? If Product Code F002 has Dates 1-Apr-09, Rate 4 2-May-12 Rate 5 If the Sales Register for F002 shows date 2-Sep-09, should that be rate 4, since it is AFTER 1-Apr-09 and BEFORE 2-May-12 and an entry of 4-Jun-12 would be Rate 5 because it is between 2-May 12 and present? If so, what happens with a Register date of 1-May-08. Since it is BEFORE 1-Apr-09, what applies? (or will this not happen in actual data) If this is the proper scenario, are the date ranges in the Master consistent? That is, are they annual, monthly, weekly, etc?
