my first suspicion is that your 2010 application hasn't been set to "trust the 
VBA object model".
 
Because just about everything in 2007 is available in 2010.
 but your error seems to imply a permission to create a userform object.
for which you would need to VBA trust setting set.
 
Look at:
 
File->Options->Trust Center
Hit "Trust Center Settings" button on right
 Then select Macro settings.
The last item:
"trust access to the VBA project object model" 
should be set.

hopefully that takes care of the problem.
