Spreadsheetweb <http://www.spreadsheetweb.com/> can transform Excel spreadsheets into web applications. It comes with extras such as database integration, user management, and workflow support.
Your data and formulas will be static to the end user. Every time you access the web application, you will be interacting with the 'original workbook' and not something people filled out. A web application created with Spreadsheetweb will allow users to enter data, which can then be exported in CSV format. You can also access the 'form' user has created from the web interface.
