On our site, all internal SMTP based mail goes through the FE servers, and because the FE servers don't have an IS, they can't resolve where to send messages to PFs, so they send to the server that was added to the site last. We verified this behavior through a call to Microsoft. (This was with Exchange 2000.)

This taikes about 5 minutes to happen and it appears that we have a mail lag.
