The PSS recommendation to me for a manual shutdown, is: Stop the IIS Admin service (which in turn will stop WWW, SMTP, Routing, POP3, NNTP, MTA, Groupshield, the IS and IMAP4 services) Then stop Windows Management Instrumentation service (which in turn will stop the Exchange Management service).
