Sorry for the delay in my response.... Well, after my testing here is what I have 
found:
The domain controller in question, with Exchange installed, can indeed function 
without being able to contact a forest root DC. The DC must however be a GC, have DNS 
installed with both zones (the zone for the forest root domain, and the zone for the 
peer domain), and be pointing to itself for DNS. The only gotcha is creating new 
objects - the creation of new objects in the peer domain does require access to a 
forest root DC for object creations.....
