Perhaps you need to adjust Address Space costs on the IMCs

Ok this is an interesting issue. We added an Internet Mail service to
another server and changed our firewall so this new 5.5 server is the main
send and receive server. Now the old server still has mail in queue, since
it no longer resolves to the correct Internet IP the mail can't get
delivered. I am guessing that it needs to route through the new server, but
I am not sure how we accomplish this.
