Install the Exchange management tools and then create a GPO that would prevent them from running Exchange System Manager.
Or develop your own web-based user-administration tool. I have over 100 locations each of which has a local administrator responsible for user administration including email addresses, etc. We currently have a web admin tool provided to us by the provider who is hosting our Exchange environment, however we are moving to an in house Exchange system this weekend. I would like all of these admins to see the Exchange tabs in AD Users and Computers under their user's properties but do not want to deploy the entire Exchange Management tools to each of them...they only need ADUC. I can see the tabs on my computer, but only after I installed the management tools from the Exchange CD.
