Unless there's a huge reason to do it, you could skip the middle relay and use the Exchange server to relay mail.
If you do want to keep a relay, I'd suggest putting it in front of the Symantec gateway rather than after it - in other words, but it in your DMZ and have it relay inbound mail to the Symantec gateway. I'd also have Exchange use the Symantec box as a smart host in order to ensure all mail gets scanned, both incoming and outgoing.
