You might make sure the check box isn't selected on one end or another to
"Deny public folder referrals".

Weird issue.  I am seeing NDRs that say our local Routing Group cannot send
Public Folder System Messages to another Routing Group (Using Routing Group
Connectors).  We can send email to it fine, but we get NDRs for PF updates
(see below).  I have no restrictions other than a 20MB message size limit on
the connector.  Thanks in advance.
