We are running EX2K SP3 with Post-Service Pack 3 Rollup. We have 9 sites
with only 1 exchange server in each site. It has been discovered that
when ever a public folder is accessed it is always to one particular
server, Server1. This occurs even though Disallow public folder
referrals is ticked for all connectors between all sites. Network
captures have confirmed that clients at sites are referring to Server1
for public folders.

Things we have done so far.
Logging for all public folder replication has been set to maximum. Only
one error is being reported on one server, server1. This server is
reporting a Event ID 3093 error, "Error -2147221233 reading property
0x674b0014 on object type tbtMsgFolder from database "First Storage
Group\Public Information Store (SERVER1)"". The KB article, 812294, is
the only reference to the error that I have been able to find. We do not
have the registry key referred to in the article and replication occurs
if the key does not exist. i.e. replication should be enabled.

The logging also shows that all servers are sending and receiving
incoming & outgoing replication messages. Server1 though tends to only
have Outgoing Replication and very few incoming replication messages.

Message Tracking also confirms that all servers are receiving the
replication messages successfully without errors. 

PFAdmin shows that 6 of the 9 servers have the replicated public
folders. The other 3 servers report that the folders are being not
replicated even though replication messages are flowing between them. I
have checked to ensure that all public folders that should be
replicating are set up to do so.

PFTree- shows that 8 of the servers have all the public folders that are
meant to be replicated. Server2 only lists a couple of public folders.

Other Information: It is possible that we have several problems, though
5 servers are showing no evidence of problems at all. It is not known
when this started occurring or whether it has been working correctly
since we finished our in place Exchange 2000 upgrade 3-4 months ago. 

I am at a loss as to what to do next..It seems that replication is
generally working but that the site servers do not realise that they
have a local up to date copy of the public folders to refer local client
to. I suspect if I can fix the 3093 error then all servers might stop
referring to Server1. Any suggestions or help would be much appreciated.
