In Outlook 2003 (not sure about previous versions but I think it is Outlook 2000 as well), in Tools, Options, Delegate tab there is a checkbox to allow users to see items marked private.

If a message comes in to one of these Mailboxes with the Sensitivity set to PRIVATE, it can't be seen. You'll notice you have Unread Messages in that Mailbox, you can do the "Mark all as Read", and various other things, but you can never see the item. It's just invisible. Logging in directly to the Account through OUTLOOK or OWA displays these PRIVATE messages just fine. These users are setup with "full mailbox access" to these Additional mailboxes. Apparently that right isn't as "full" as we were expecting. They were SPAM of course.
