Yup fiters configured and enabled in the SMTP Virtual Server..  There is
a pop up box that reminds you to enable it every time you configure a
filter. 


Yet even with DNSBL filter configured the users who where not able to
connect when the Symantec AV software had the DNSBL are able to connect
when the E2k3 server runs the DNSBL.  So either the Filter isn't working
at all or authentication overrides connection filtering.  But I need to
know which is taking place.  Any Ideas?

First, you need to check that you have enabled the Filter.  Not only do
you have to configure the settings under Global\Message
Delivery\Connection Filtering, but you ALSO have to enable the filter on
the SMTP Virtual Server.  VS properties, Advanced, Edit, tick the box to
enable the Connection Filter.  Have you done that?  If not, the filter
isn't actually enabled.

I just reconfigured my DNSBL service on my E2k3 server.  Previously the
DNSBL was configured in our Symantec AV for Exchange engine but the
DNSBL service is blocking outside users with Dynamic IP's who need to
relay through our server.  So I removed the DNSBL entry from the
Symantec system and configured it in the E2k3 server where its more
grainular.  I fully expected the users to continue to be rejected with
the plan of setting up a 2nd SMTP virtual server for outside relay users
only. But I found the users CAN relay email with the DNSBL filter
configured in the E2k3 server.

So my question is:
  
Does 
        Relay Restrictions\Allow Authenticated Users to Relay override 
        Global\Message Delivery\Connection Filter

?????????
