I currently have 98 HEAVY users sitting on a single 800 MHz PIII with 512 mb of RAM and 3 SCSI drives. The server is adaqute, but not speedy by any stretch of the imagination.
If you have to put those users on that lightweight server, do not install OWA and try to install as much ram as possible. I would not put 1000 heavy messaging users on such a server. Grossly underpowered in my experience. I might consider it if you had a quad processor 400MHz system with a couple of GB's of RAM.
