There's a sample disclaimer in the Exchange SDK I believe, and plenty of companies which make 3rd party products (e.g. www.exclaimer.co.uk). You'll want to keep using hotmail for subscribing to this list though cause once you insert that into a message, this mailing list will reject all your messages.
