The STM file holds inbound internet mail content. That includes mail from SMTP, POP, IMAP, and OWA clients. There is a limited set of property promotion done to the EDB so that the message is listed in the folder listing and so the message preview is available.
The smtp headers and message content stay in the STM unless a MAPI client makes a change that causes a full property promotion to take place into the EDB portion of the store. The STM file was called the "streaming media store" at one point in time. It was implemented as part of the performance increases in Exchange 2000 in conjunction with switching over to IIS SMTP. Message content is streamed directly to the file system on receipt and then just the file handles are passed around through the routing engine of Exchange.
