Either buy more bandwidth or host your list server external and let them worry about 
bandwidth. 
Problem is not exchange/VS or listserv, but bandwidth. 
The fact that a connection is open for a long time is irrelevant.
What is transferred over the connection is relevant.
Say a connection is open for 2 minutes, the email data is transferred for the first 
minute and then nothing happens for the next minute , a timeout occurs and then the 
connection is closed. The bandwidth taken up is effectively for the first 1 min not 
the subsequent second minute.

I think I know what caused the problem (all cleared up now) but I still have a couple 
questions for the experts.  When the listserv emails were relayed by the SMTP VS, the 
VS opened active connections to the remote servers to deliver the mail (normal) but 
the connections remained in an active state for quite some time before going back to 
"ready" and finally being removed from the queue list, at which time I noticed we were 
back up to speed.  Is there a place to set timing on the VS so the connections get 
reset faster?  Rebooting didn't reset them and disabling them didn't seem to help so 
they must somehow still be active until such time as the VS is either stopped or they 
finally timeout.  Basically they sucked up all my bandwidth.

What it comes down to is I either have to get budget to greatly beef up the exchange 
server to handle the listserv traffic or budget to purchase Lsoft's LSMTP server to 
run with listserv and bypass my exchange server completely, unless someone out there 
knows of a different/better way to do it.  I've heard there's a way to do it with 
Linux but I've never exposed myself to L yet.

And to answer Andy David's question about the mailguard feature on the PIX, the PIX 
configuration was handled by a consultant until I can become familiar with it's 
features/programming so I don't know if it's enabled, but I will ask.  Should it be?

I'm not an exchange expert so my problem may or may not be "normal" Exchange
2000 sp3 on Server 2000 sp4, fully patched running Trend ScanMail 6, updated
hourly. This server relays mail for our ListServ server which previously
worked fine (relaying is set up for only our listserv server) This morning
we sent out some listserv emails (more than normal) and everything seemed to
work ok except our access to the internet slowed down to the point that
pings timeout or show 2300+ms.  I've got it down to where if I stop the SMTP
virtual server, all internet access comes back up to speed.  Pausing the VS
has no effect.  The outbound queues (155 of them) are mostly in an active
state with 16 on retry.  Disabling all connections and freezing all messages
had no effect on internet access, only stopping the VS.  For fun I restarted
the server but to no avail.
 
Our network itself seems not affected as speeds connecting to servers/shares
etc. are normal.
 
Diagnostic logging for SMTP wasn't enabled earlier so I enabled it (maximum)
but so far haven't seen anything useful.
 
Any ideas on what else I should check?
