If I delete the offline address book and recreate it, on the first rebuild you get the normal warning about being unable to create partial download files, but subsequent rebuilds are error free. I can make offline address books with different names, after system maintenance runs, the container is generated for it, then I can rebuild fine and the list is all created, it looks to be working (technically speaking).
Alas, from any version of outlook running as any user I get the same old same old crap about not being able to download the offline address book.
