If you set the gateway IMF to generate NDRs, it does it at the SMTP session point which will save internal bandwidth. It is your choice if you create custom NDRs that state it is detected as SPAM, normal NDRs that say it was not received, or no NDRs at all. In the PerfMon I have been running over the last 36 hours or so 98% of the mail registers as a 0 or 1 in the IMF and the rest at a 6 or 7. Nothing either in between or higher so it has been easy to set our mailbox IMF to 3 and we went ahead and set the gateway IMF level to an action of "No action" for now. If you turn up the SMTP logging level (chapter 5 in the Deployment Guide describes what to turn up in Exchange logging) you can see what it tags and determine down the road if you want the gateway itself to take action and at what level. That way you can be confident it is not turning away valid email... YMMV
