I am using Wayne Small's SBS FAQ without a date limit:
"How can I keep a copy of all email (in and out) from my server for 30 
days in Exchange 2000" from

This uses:
"Use the SBS Administrators Console again and drill down into Exchange > 
Servers > SERVERNAME > First Storage Group > Mailbox Store (SERVERNAME).  
Right click and display it�s properties. 
On the General Tab, tick the box �Archive all messages sent or received by 
mailboxes on this store� and use the browse button to select the public 
folder you created above. "

I then have a folder rule that deletes local to local mail and on other 
public folders rules to forward mail from them to the allemail folder.

I know its not pretty but I didn't have time to get my head round event 
sinks.
