It seems you have some problems with OWA and OMA. It would also seem that you have some settings that are not correct.
The proper path for browsing public folders is http://server/public/ You should check your configuration against a default clean install of Exchange as you probably have a redirect in there which would send the root folder to /public or the root might be remapped to the wrong folder.
