I'd probably create a separate OU and a group. Grant the group the ability to create child objects (I *think* you can restrict it to just groups, haven't checked for sure) on that OU. Add the user(s) to the group, and let them have at it with ADU&C.
Of course, that's kinda scary - you might want to just let them request the DL (which is really a UDG) be created and let them populate it from there.
