Both sites in the same Exchange organization? That directory replication is built into Exchange. It doesn't work when the two sites are not in the same organization. Exchange 2003 doesn't have a directory--it gets that from Active Directory--so it has no capabilities whatsoever for directory replication. Check out some the tools I listed earlier.
