Sounds like you have the user "hidden". Check these settings to be sure you are not hiding this user.
Open Active Directory Users and Computers Click View Click Advanced Features (a check should appear) Then open the properties for the User. Click Exchange Advanced. Here you will find a checkbox - Hide from Exchange address lists Uncheck the box if it is checked. Hope this is your resolution.
