You have to give the user permission to view the mailbox and the specific folder. Or you can got to file -> open -> other users folder. Personally I prefer the first method

Now, the mailbox appears in the 'All Mail Folders' window but there is no [+] beside it, so consequently the folders can't be expanded. Is there another way to open a specific folder? To make things more complicated the folder I want is a user defined one, with task items, that's been put in the top level of a shared mailbox. I realise that public folders would be a better way to go, but unfortunately it's always been done this way.
