You have to give the user permission to view the mailbox and the
specific folder. Or you can got to file -> open -> other users folder.
Personally  I prefer the first method

In previous versions of Outlook (97 - 2002) it was possible to set an
account to open another user's mailbox, and you could then expand all
the folders in that view.

Now, the mailbox appears in the 'All Mail Folders' window but there is
no [+] beside it, so consequently the folders can't be expanded.  Is
there another way to open a specific folder?  To make things more
complicated the folder I want is a user defined one, with task items,
that's been put in the top level of a shared mailbox.  I realise that
public folders would be a better way to go, but unfortunately it's
always been done this way.
