If she has any rules that put new messages into other folders they won't be
available via POP.  If she wants to move messages out of the Inbox to another
folder manually, she cannot do that via POP.  There will have to be double
management of her messages.  

What's wrong with using Outlook in Offline Mode?  (You didn't mention the
versions of Outlook or Exchange).  I use it to get about two extra hours of
work done on the train every day, and I have full access to my entire email
mailbox.
