Go with Goodlink for Treo's and PocketPC's for real-time sync. Looking at $330 per device per year plus the server (however they will often throw in the server). It will also support the RIM 950 and 957 devices on Cingular Mobitex.
None of the Blackberry's will work without a BES server or the Desktop redirector that requires the users PC to be turned on and logged into the network to forward mail to the device. OMA will work with any device with internet access and a web browser, but can be painful to use at times on many devices. You could also make IMAP and POP available, but with POP you will have at least one user that sets it up wrong and downloads and deletes all the mail from their mailbox.
