Couldn't he also do it with group policy setting a false proxy?

There are many ways to do this, but the easiest way is to remove each
users default gateway to the internet.  You can do this by assigning
Static IP addresses on each computer and just not entering a default
gateway.  You can also edit your DHCP server to remove the default
gateway from the DHCP scope.  Another option is to take the IP addresses
of the clients you want to block from the internet, create a rule on
your firewall to block those IP addresses to the internet.

Does anyone know of a way to block internet usage? Like blocking them
from
using the internet.

I had some problem with e-mail problem and had to call SSP for some
help.
They had to set the DNS server forwarders ip address and now everyone
have
access to the internet. Is there a way to restrict some computer from
accessing the internet.
