Hand-written reporting sounds good because a user intuitively knows when Exchange is down. Exchange has alot of parts, so how would a system determine when it is down? For databases we run queries to make sure the database is responding. If you monitor the Exchange IS service, does that mean Exchange is up? For the former, the MS uptime tool and a hand-written log work great. For the latter, there are many on the market. I prefer IPMonitor.
