Seems like to me an obvious tool would be a VBScript that runs as part of the logon script which runs down through your MAPI profiles (registry keys) and checks the sizes of any PST files referenced. If over a certain limit (say 1.5GB), it would pop up a warning message to the user.
I started to write such an animal, but I thought I'd check to see if such a beast has already been written. I checked slipstick and didn't find anything obvious.
