Well, you're still contributing good questions (i.e. If anyone bothered
to search the archives all the keywords are there along with reasonably
intelligent questions and background to go along with it). 

Yes, <inbound> domains are listed in the recipient policies (either an
existing one or a new one). The other types of IMC routing such as
foo.domain.com -> domain.com which basically did domain rewriting don't
have a completely analogous equivalent in E2Kx[1] and for some scenarios
the proper functionality is obtained with a combination of recipient
policies and SMTP connectors/virtual servers. 

But since your question specifically focused on domains specified as
<inbound>, the short answer to your question is yes.
