I usually end up connecting to the source PF store and removing all instances of replicas for that particular PF. Wait for AD and PF replication to take place, then add the removed replicas back. This usually forces a backfill. You may want to check the shorted PF server to make sure that any retention settings put on the master (source server) are replicated to each new replica. This can get you into trouble as well.
Check the PF store properties to make sure retention times, etc are the same as for the source.
