I'm kind of slow today so forgive any stupid questions today. Are you talking about actually moving users from one exchange server to the other, if that is the case I found that the move option was only there when I was either on the console or in a RDP session, not when I launched the Exchange System Manager from my desktop. Are the exchange servers in the same site? That will change things as well.
